A UNITED NATIONS PARLIAMENTARY ASSEMBLY. One nearer term step in the direction of global self-government is to establish a UN Parliamentary Assembly. Party groups would initially send delegates from sitting members of national parliaments, as the EU constituted at first the European Parliament.
This parliamentary mechanism would provide a way to start toward making global democracy operable. Such a world forum might potentially highlight a planetary people’s agenda. The body could inject fresh ideas into General Assembly debates by bringing together elected leaders to address issues that concern citizens worldwide.
It can add an important popular dimension to UN governance and contribute to developing a robust transnational democratic culture. Such an advisory body would encourage a more direct relationship between individuals and the UN. It could provide a vehicle for promoting global consciousness among all world citizens.
1464 Members of Parliament from 120 countries endorse the idea, as well as the Pan-African, European, and Latin American Parliaments. Yet member states’ UN Missions, drawn from their executive branches, currently hold the seats at the world body. They have thus far preferred to keep their monopoly on power. So no government appears to have forwarded the UNPA concept at the UN. Just because you remove a head-knocker, like Saddam Hussein... Iraq was what it was because he was who he was, and he was who he was because Iraq was what it was. Do you get me? That's why there are different leadership structures. And over time, you will see an emergence of democracy. But here are the Americans, trying to impose an ORANGE system on this infrastructure... No way, Jose! There wasn't a prayer that was going to work. Even worse, the Scandinavians, our friends in Norway and Sweden, Denmark and Canada, the UN -- with a social democracy here (Blue/orange/green) trying to implant that back here (purple/red/blue). What is necessary is a blue/orange system.
I hope you understand what I'm saying to you. That's why, globally, there are different systems. And before we talk about democracy, we need to read the particular contours.

Dr Wenger presents a different perspective on learning, one that starts with the assumption that learning is an inherent dimension of everyday life and that it is fundamentally a social process. From this perspective, a living "body of knowledge" can be viewed as collection of communities of practice. Learning is not merely the acquisition of a curriculum, but a journey across this landscape of practice, which is transformative of the self. Achieving a high level of "knowledgeability" is a matter of negotiating a productive identity with respect to the various communities of practice that constitute this landscape. This lecture reviews the main tenets of this learning theory, the ways in which it has been used in practice, and more recent developments.More
